Steve Golin is attached to produce and Warner Bros. Pictures is said to be in talks to pick up the project. 999 is the police code for an officer requiring immediate assistance.
LaBeouf and Hillcoat were previously attached to "The Promised Land" before that project fell apart a month before shooting.
